Looking for an RC servo driver circuit with the following characteristics:

1) 12-14 vdc
2) when +12 vdc is applied servo will turn at a pre-defined speed in the CW direction
3) when volatge is removed servo stops
4) when -12 vdc is applied servo will turn at a pre-defined speed in the CCW direction

Any help would be appreciated.

Unless you have the time and skills to create your own custom design I'd suggest you contact an industrial motion control supplier. There are endless products used in the tool automation industry for doing things like you describe.
