The "legal" areas of that spectrum are in the amateur radio band, and so a ham would not think twice about making one on their own. Commercially produced Patch antennas for 2.4Ghz are common. These are nearly always based on a PCB dielectric. The PCB's lower efficiency is one of the reasons the GP Patch project does not use that construction method.
